Seoul Metropolitan Government Issues Letters of Appointment to Its Blockchain Governance Group on the ICON Public Blockchain

The "Seoul Blockchain Governance Group mobile letter of appointment," developed by Korean blockchain company ICONLOOP (CEO JH Kim), can be issued and viewed directly on each member's mobile phone. After completing consent procedures for the collection and use of personal information and for its provision to third parties, governance group members can issue themselves a letter of appointment containing their name, member ID number, and term of activity.

The issuance history of each letter is recorded on the ICON public blockchain, making forgery, alteration, and fraudulent issuance impossible, and authenticity can be verified by looking up the blockchain ID number on ICON Tracker (https://tracker.icon.foundation). ICON Tracker is a browsing system that provides every transaction record on the ICON network in the interest of transparency and reliability.

Under the "Blockchain City Seoul Initiative" announced last October, the Seoul Metropolitan Government is operating "Seoul Blockchain Governance" together with citizens, with the goal of rolling out blockchain administrative services across a range of areas beginning this year.

Made up of 100 citizens including university students, developers, and business people, the Seoul Blockchain Governance Group will take part in pilot operation of blockchain-based administrative services for two years, from January 2019 to December 2020, offering feedback on the services and proposing improvements. Members will accordingly also participate in the development of Seoul city administrative services such as integrated mileage management, expansion of the Seoul Citizen Card service, paperless online eligibility verification, protection of part-time workers' rights, and automatic payment of subcontracting fees.

"Starting with this issuance of letters of appointment, which embodies the spirit of blockchain governance, we hope to see many more city-led use cases for public blockchains," said ICONLOOP CEO JH Kim. "ICONLOOP plans to work closely with the city while concentrating on strengthening the development capabilities needed to deliver transparent and efficient blockchain administrative services."

ICONLOOP is currently participating in the Seoul Metropolitan Government's blockchain pilot project and in its project to establish an information strategy plan (ISP) for blockchain-based work units. The company is applying loopchain, its in-house blockchain engine, to Seoul's standard blockchain platform, M-Voting citizen voting, and trust-building in used car sales at Janganpyeong, while simultaneously carrying out preliminary blockchain verification work for integrated Seoul Citizen Card authentication, mileage integration, and subcontracting fee payments. As the sole contractor for the ISP project, it is also analyzing the operational and informatization status of blockchain-based work units and drawing up a phased implementation plan.
