December 16, 2025 — Web3 Enabler PARAMETA (CEO JH Kim) announced that it has permanently recorded on blockchain, through its blockchain certificate issuance service broof, the terms of the memorandum of understanding (MOU) signed on the 11th by the Korea Startup Forum, NAVER Cloud, and NAVER Arabia.
The agreement was signed on the 11th at COMEUP 2025, held at COEX in Seoul. Centered on a proprietary AI foundation model developed by Korean companies, it aims to support innovation among Korean AI startups, build vertical AI for individual industries, and extend onto the global stage in Middle Eastern markets.
At the signing, a special ceremony confirmed the three parties' commitment to cooperate using blockchain technology. By recording the MOU on blockchain with broof, PARAMETA made it possible to prove that the terms of the agreement had not been altered and to preserve them permanently. The ceremony was designed to underscore that the partnership between the three organizations is not merely a signed document but a technically and transparently verifiable "promise that does not change."
PARAMETA is the sole provider for K-BTF (the public blockchain trust framework) pursued by the Ministry of Science and ICT and the Korea Internet & Security Agency (KISA), and was the first in the blockchain field to obtain Cloud Security Assurance Program (CSAP) certification, establishing the trustworthiness of its blockchain network. PARAMETA is applying that proven technology across its portfolio — including to its own stablecoin solution, ParaSta — and is leading the expansion of the Web3 ecosystem in a range of areas alongside broof. This latest record was likewise made on the basis of that proven trust technology.
broof is a service built on blockchain technology that eliminates any possibility of document forgery or alteration at the source and allows authenticity to be determined instantly. Permanent storage is possible without building a separate database, and anyone can readily verify the authenticity of an original via QR code and other means.
PARAMETA had previously built trust infrastructure at the government level, issuing appointment letters with broof for some 180 members of the National AI Strategy Committee. Applying the same technology to this large-scale, private-sector-led AI cooperation model, it has again demonstrated the technology's versatility as a digital certification solution for proving the authenticity of important contracts and agreements.
