PARAMETA Signs Strategic MOU with COOCON and Infinite Block to Expand Stablecoin Infrastructure
- Strengthening its role as an issuance and settlement hub, built on links to financial-sector APIs and custody
[Seoul, October 1, 2025] Web3 Enabler PARAMETA (formerly ICONLOOP, CEO JH Kim) announced on the 30th that it has signed a three-way memorandum of understanding (MOU) with business data platform company COOCON (CEO Jonghyun Kim) and custody VASP Infinite Block (CEO Gutae Jung) to jointly address the stablecoin market and drive adoption in Korea. Senior figures from all three companies attended the signing, including PARAMETA CEO JH Kim, COOCON CEO Jonghyun Kim, and Infinite Block CEO Gutae Jung.

The agreement aims to have specialist companies from each sector set strategy and respond jointly, so that stablecoins can be adopted in Korea in earnest as they spread. The three companies plan to pursue a proof of concept (PoC) to lay the groundwork for an immediate shift to commercial service once the Korean stablecoin market takes off.
PARAMETA is currently developing ParaSta, its stablecoin orchestration platform, which it plans to extend into next-generation digital financial infrastructure spanning issuance, settlement, payment, and API integration. Through this agreement, ParaSta secures a core layer connecting to the financial sector. Combined with COOCON's stablecoin payment distribution network and Infinite Block's custody and regulatory compliance capabilities, this establishes a foundation on which stablecoin issuers and institutions can connect directly to the financial sector.
Under the agreement, PARAMETA serves as the hub connecting stablecoin issuance and distribution end to end, built on ParaSta, its platform for stablecoin issuance, settlement, and API orchestration. COOCON provides the stablecoin payment distribution network, drawing on 2 million offline QR merchants, 100,000 major franchise locations, and a 40,000-unit ATM network nationwide. Infinite Block handles digital vault services based on custody and electronic wallets. Together, the three companies plan to implement a complete process covering stablecoin issuance, distribution, payment, and settlement.
PARAMETA has led the industry on the strength of wide-ranging collaboration with the financial sector. It demonstrated both innovation and stability through the world's first blockchain-based joint certification service and through DID deployments in finance, and it has earned the trust of public institutions as the operator of Korea's only CSAP-based blockchain service. This agreement is significant in extending that experience across finance and the public sector into private financial payments.
