A milestone for the future of Korea's AI industry, recorded permanently on the blockchain.
On December 11, at COMEUP 2025, an important milestone was set for the future of Korea's AI industry — a memorandum of understanding (MOU) signed by three organizations: Korea Startup Forum, NAVER Cloud and NAVER Arabia.
PARAMETA provided its blockchain technology so that the contents of this meaningful agreement would be preserved permanently and beyond alteration. In this post, we look at what the agreement means and at the technical credibility behind it.

1. A three-way alliance for AI startup innovation and global expansion
This MOU has been called a "national AI project." At its core is a plan to energize the AI startup ecosystem on the back of an AI foundation model developed independently by a Korean company, and then to pursue entry into Middle Eastern markets through NAVER Arabia's network.

2. broof, the technology that proves a promise won't change
Because the agreement matters so much, the three parties went beyond simply signing a document and took a special extra step: recording the original agreement permanently on the blockchain.
PARAMETA recorded the MOU document on the blockchain using broof, its blockchain-based certificate issuance service. That makes tampering with the agreement's contents fundamentally impossible, and enables permanent preservation and transparent verification without any separate database. In effect, the parties used technology to prove their mutual trust in the most definitive way available.
3. Trust technology verified at the national level
What matters more than the mere use of blockchain is which technology did the recording. The core PARAMETA technology used here has proven its reliability on the following grounds.
- Sole K-BTF operator: PARAMETA is the sole contractor for the Public Blockchain Trust Framework (K-BTF) project driven by the Ministry of Science and ICT (MSIT) and the Korea Internet & Security Agency (KISA).

4. From the public sector to trust infrastructure for private business
PARAMETA had already built trust infrastructure at the government level, issuing the letters of appointment for members of the National AI Strategy Committee through broof.
