Jeju Safe Code takes top honors in Jeju Province's 2021 civil affairs system improvement awards.

Jeju Safe Code, the service ICONLOOP operates in Jeju Self-Governing Province, has been selected as the best case in Jeju Province's 2021 Civil Affairs System Improvement Awards.

Jeju Safe Code is a system jointly developed by ICONLOOP and Jeju Province under a public-private partnership agreement. It is a Jeju-style tourism quarantine system designed to respond effectively to cluster infections by quickly identifying the places confirmed COVID-19 patients have visited and the people they have come into contact with.

As Korea's signature tourist destination, Jeju sees a heavy inflow of outside visitors, and tourists tend to travel across a wide area and frequent crowded places such as popular restaurants and attractions. Because that creates a risk of gaps in disease control and makes it hard to trace the movements of confirmed cases, the province is expanding entry verification to the venues tourists visit most and building a sustainable tourism quarantine system optimized for the characteristics of a tourist destination. Blockchain technology is being used to make the whole system more convenient, faster, and safer.

Since its official launch last December, Jeju Safe Code has passed roughly 26 million cumulative entry verifications and 800,000 app installs in about five months of full operation. It is already installed at some 50,000 businesses across the whole of Jeju and is being actively used to identify and trace the movements of confirmed cases.

Through Jeju Safe Code, ICONLOOP and Jeju Province will keep building a sustainable tourism model for the COVID-19 era, one that lets visitors enjoy the island in a safer environment.

Jeju Safe Code has been chosen as this year's best case of civil affairs system improvement.

Jeju Self-Governing Province announced on the 9th that it had selected three cases for its 2021 Civil Affairs System Improvement Awards and held a ceremony recognizing the departments behind them.

The case chosen as this year's best was submitted by the province's Quarantine Response Division: "Using the Jeju Safe Code electronic entry log to cut the hassle of writing entry logs↓ and raise efficiency↑."

Jeju Safe Code was highly rated as a creative idea for running the COVID-19 quarantine system efficiently, because it reduces the inconvenience and waiting time of handwritten entry logs at multi-use facilities and other venues, giving users greater convenience while laying the groundwork for efficient epidemiological investigation.

The award of excellence went to the Seogwipo City General Civil Affairs Office for "Marking districts scheduled for cadastral resurvey on land use plan confirmation certificates."

Because districts scheduled for cadastral resurvey previously had to be checked on the land ledger, noting them among the basic items on the land use plan confirmation certificate removes that inconvenience, giving the public advance notice of project districts and helping protect property rights.

The encouragement award went to the Seogwipo City Residents' Welfare Division for its "Project to build a non-face-to-face safe care platform using AI (artificial intelligence robots)."

The project won a strong response by providing non-face-to-face care services through AI care robots, filling the gaps left by welfare services that had relied on in-person contact during COVID-19, building an emergency response system for crisis situations, and easing loneliness through two-way communication with AI.

For this year's evaluation, members of the Provincial Civil Complaints Mediation Committee reviewed seven cases against criteria of creativity, practicality, efficiency, proactiveness, and potential for wider adoption, and the province presented its own best, excellence, and encouragement awards.

Separately, the province also selected one outstanding case per institution, including "Contributing to higher sales for small manufacturers and budget savings by localizing foreign parts" submitted by the Jeju Provincial Development Corporation, and submitted them to the Ministry of the Interior and Safety.

"We will keep finding and improving the inconveniences residents feel in their daily lives, and continue to uncover practical improvements to civil affairs systems that people can feel directly," said Vice Governor for Administrative Affairs Seung-hyun Choi.

Every year the province identifies improvements to civil affairs systems that are closely tied to residents' daily lives, then selects and recognizes the best of them.
